In 2017, China's instrument manufacturing industry reached 4,358, of which 497 enterprises suffered losses, with an average loss of 7.344 million yuan.

Within the industry, some enterprises, relying on the R&D of high-tech products, first completed the accumulation of capital in the market, then achieved rapid development through financing and brand advantages, and gradually widened the gap with enterprises of the same size in the market, and became giants in the industry.

In order to stimulate the scientific research vitality of enterprises and enhance their original innovation ability, China has also put forward the goal of "making enterprises the main body of technological innovation". According to the Ministry of Science and Technology's "Some Opinions on Strengthening the Construction and Development of National Key Laboratories", it is planned that by 2020, there will be about 270 national key laboratories in enterprises.
In 2018, the Ministry of Science and Technology has successively built many state key laboratories of enterprises throughout the country. Among them, the "National and Local Joint Engineering Laboratory of Environmental Monitoring Instrument System Technology" of Xianhe Environmental Protection has passed the acceptance test; Beijing Jitian Instrument Co., Ltd. and Northeast University have established the Joint Laboratory of Jitian Instrument-Northeast University; Hanwei Science and Technology and Taiyue, Shenzhou have jointly established the Joint Laboratory of Industrial Internet.
_Laboratory construction can directly meet the future development needs of society and industry, develop basic applied research and common technology research, at the same time formulate industry technical standards, and train scientific research personnel of enterprises.
